Thar be some people who don't need much 'o an excuse to act like a fool when th' opportunity arises. Fer th' rest 'o th' population, sometimes thar needs to be a pretty jolly reason to act like a loon.
Translation:
There are some people who don't need much of an excuse to act like a fool when the opportunity arises. For the rest of the population, sometimes there needs to be a pretty good reason to act like an idiot.

What started as joke between two mates playing racquetball in 1995 has now become an International Event of Biblical proportions.
Of course, they needed a little help from a third mate who happened to have a Pulitzer and agreed to
write a column throwing his support behind the idea, but don't we all have mates with a Pulitzer? Arrrrrr.
So every year on September 19th (Cap'n Slappy's ex-wife's birthday – how proud she must be), the world unites in a chorus of 'ahoy s' and 'cobbers' and dodgy jokes about 'Long John Silver'.
This is the only day of the year you can call your boss a mangy curr and get away with it.*
