"It was the best of times, it was the worst of times." Charles Dickens may have penned this in the Tale of Two Cities, but it is true too for Joe, a divorcee starting life anew back in his hometown of Hakodate. You may not have been to his harbour town, but it has a way of getting under your skin. The unlikely hero of the film Over the Fence is one of a spectrum of films featured in the Japanese Film Festival, now in its 21st year. As one reviewer has said "The Japanese Film Festival is an excellent opportunity to enjoy some of the best of Japanese cinema, and there's always something to please everybody."
