An Independent Commissioner Against Corruption (ICAC) was established in 2013 to enhance confidence in the integrity of public administration in South Australia. The first Commissioner appointed is former judge Bruce Lander, and complaints to him are initially investigated by the Office of Public Integrity (OPI).
The operations of ICAC in SA are quite secretive unlike similar bodies interstate, where witnesses are called before public hearings to answer questions. It's illegal to reveal that an ICAC investigation is underway in SA, or that a matter had been referred to the commissioner - unless the commissioner himself chooses to publicise the information. If any illegal activity is uncovered during investigations, the matter is referred to the courts for prosecution.
By 2014 it was reported that the Independent Commissioner Against Corruption had received more than 700 complaints. High profile investigations occurred into South Australian Police officers and Renewal SA, the state government's urban renewal authority. The Commissioner found that maladministration in public administration
had occurred at Renewal SA in connection with land sales at Gillman.
More recently ICAC investigated complaints about SA Health and their handling of the Oakden nursing home abuse scandal. The Commissioner indicated that he felt that public hearings were appropriate into the events at Oakden nursing home, but the government rejected that at the time.
As a community legal service, the Environmental Defenders Office has an interest in the activities of ICAC and Office of Public Integrity. As part of their public education remit, the EDO is holding a seminar about Independent Commissioner Against Corruption and OPI.
ICAC CEO Michael Riches will provide an overview and update on the workings of the Independent Commissioner Against Corruption since its inception in SA. Specific cases will be referred to and a review of procedures and ethics addressed, followed by a panel discussion and time for questions
The is being held at the Flinders University City Campus in Victoria Square on Thursday April 26 2018 at 6pm until 7:30pm. The cost of attending is $5 per person, which will be used to support the ongoing operations of the non-profit Environmental Defenders Office in Adelaide.
For more information about the seminar and to book online, please go to the
EDO website here . There's also an
event listing on the Environmental Defenders Office Facebook page.
