monument is located in a town called Tully in the Cassowary Coast Region, Queensland. Tully is the centre of the region's sugar-cane plantations and located adjacent to the Bruce Highway, approximately 140 kilometres south of Cairns by road and 210 kilometres north of Townsville. Tully is located in the Wet Tropics that was previously covered by rainforest. Tully is also known as one of the wettest places in Australia through monsoonal rain and cyclones.

monument was erected by the Tully Lions and Rotary Clubs on 10 May 2003. The boot stands at 7.9 metres (25.9 ft) and represents the record rainfall for Tully in 1950. The Gumboot was built in bronzed fibreglass and designed, fabricated and installed by sculptor Bryan Newell in nearby Millaa Millaa (the name means "rain, rain"). Climbing up the gumboot is a white-lipped green tree frog carved by Roger Chandler. A mechanical rain gauge runs from the heel to the calf of the boot. An internal spiral staircase winds to the top of the boot that allows a view of the town. Some historical photographs of floods in the district are displayed on the walls inside the boot for visitors to view as they climb to the top.

was closed after Cyclone Yasi in 2011 but reopened early in 2012. Cyclone Yasi and also tropical rain and sunshine made its golden paint fade and oxidize to a pallid green. An Australian paint company agreed to make a special paint with a guarantee of its durability. This company mixed up a brew and would you believe it's called Gumboot Gold! On 9 September 2017, was reopened with its bright golden colour.

The Tully Golden Gumboot area has facilities such as a car park, coach parking, picnic area and public toilet. The Tully Golden Gumboot can be found on 76 Butler Street, Tully, Cassowary Coast Area, Queensland 4854.
