This is a difficult question to answer, because wheelchair accessible usually defined as a bitumen or concrete path where it is suitable to wheel a standard wheelchair down. Of course, many people use wheelchairs and trikes designed specifically to go offroad.
If you start at Gympie Street North, a wheel chair or a trike designed to go off-road would do well. The path is mostly a flat graded road. It all depends on the wheelchair, trike and user.
Starting at Maddock Park, I would say, maybe the boardwalk is suitable for a wheelchair. Beyond the boardwalk the tracks from there are pretty rough, including narrow paths, a spot with a steep grade and some gates to get through designed to stop people on bicycles, which would stop wheelchairs.
