Please clarify if the course is really free or it will be considered a student loan under HECS? If it is HECS, then that will pe payable through tax deductions once the student works and income reaches a certain threshold.

Yes, the course is completely free for eligible students, as students won't be taking out a HECS loan (it's covered by a scholarship). Once a student completes the eCAF form, they will receive a 100% scholarship for the HECS amount.

From the UTAS website:

"100% HECS Scholarships - Available for eligible commencing domestic students. This means, if applicable, you will not incur a tuition fee or debt for studying this Diploma."
