Best picnic spots near Fremantle
In my opinion, a great picnic spot is not just any patch of grass. It needs a few facilities, things like:

Picnic facilities, toilets, South Beach Reserve
The availability of toilets is an important consideration when choosing a picnic spot

Toilets

Cafe (for a decent coffee, or for if you forget anything vital)

BBQs

Shelters

Shade from trees

Swimming spot

Parking area

Playground (if you're dining with kids)

Barbeques are handy when picnicking


Bearing those things in mind, my votes for the top two picnic spots near Fremantle go to South Beach Reserve and John Tonkin Reserve.

South Fremantle Reserve, is a grassed area a stone's throw from the Indian Ocean at South Beach and has all the facilities mentioned above.

The cafe is South Beach Kiosk, which is currently open from 9am to 6pm. South Beach Reserve is also on the free CAT bus route and has a cycle path running through it, so there's no need to drive. Anytime is a good time for a picnic here, but around early evening when the sun is setting can be spectacular.

John Tonkin Reserve is on the banks of the Swan River in East Fremantle, you may be lucky enough to see dolphins if you picnic here. It has all the facilities mentioned above. The cafe, Zephyr, is open from 7.30am to 4pm.

I like your criteria for a good picnic spot Cate. There is a wonderful place in Melbourne called Jells Park which would definitely tick all your boxes.
